Sanctions screen

Every claim wallet and maintainer wallet is screened against the US Treasury OFAC SDN list at claim time and again right before the payout transaction. The list is downloaded at boot and daily; every listed digital currency address that is a valid Solana public key is kept. Current list: 10/09/2026, 4 Solana-format addresses.

A hit blocks that claim with "This wallet can't be paid. Use another wallet." The allocation stays in the ledger. No accusation, no naming.
