Reverts

A merged PR titled Revert "..." or containing This reverts commit <sha> that targets an allocated PR merged less than 72 h earlier: an unclaimed allocation returns to the repo's pot; a claimed or paid one is withheld from that author's future allocations across all repos. Revert PRs never pay.

Unclaimed allocations older than 180 days return to their repo's pot; the tick row says so.
